sir,
I am directed to invite your attention to
changes made by recent Government Notices, in the procedure
hitherto followed in regard to the landing in this Colony of
Sailors or Soldiers from ships of war and transports of nation-
-ality other than British.
I enclose the Regulations alluded to for
easy reference. You will observe that application must in
future be rade through the Colonial Secretary by the Officer
Commanding the ship or squadron (or the troops) to the Governor
and not by the Consul, when it is desired to land armed parties,
or to land parties of Soldiers or Sailors outside harbour
limits. Similarly though the prior consent of the Governor is
not required in order to land unarmed parties in numbers exceed-
zial -ing 100, notice should be given to the Colony Secretary by the
Officer Commanding the ship, squadron or troops in order that
all facilities may be given.
I am to r quest that you will be so good as
to inform Commanding officers of the procedure laid down when-
-ever necessity may arise.
